The Regional Council, whose powers have been strengthened by decentralisation, supports the growth of small and medium-sized companies and TPEs in the areas of trade and crafts. A major player in local economic growth, its participation reflects a genuine commitment to this group of companies and the desire to support the Lorraine region's manufacturing strong points.

The DRIRE
The  “Industrial Development” department of the Regional Industry, Research and Environment Directorate General is in charge of economic affairs missions in the manufacturing sector. Their goal is to lead, motivate and foster the economic growth of small and medium-sized manufacturing and manufacturing services companies. Relying on their knowledge of the economic fabric and local networks, they carry out collective actions to sensitise or support targeted companies on issues promoting their competitiveness, as in the case of “Terre de Luxe”.

The Competitiveness, Manufacturing and Services Directorate General (DGCIS)
The DGCIS was created on 13 January 2009 by the merger of the Companies Directorate General (DGE), the Tourism Department (DT) and the Commerce, Crafts, Services and Liberal Professions Department (DCASPL). Placed under the authority of the Ministry of the Economy, Industry and Employment, its mission is to develop the competitiveness and sustainable growth of manufacturing and service companies, which depends on supporting and spreading innovations and foreseeing and keeping pace with economic trends with the goal of increasing employment. The call for a luxury project went out in 2008 after hearing from economic players wanting to increase companies’ competitiveness. Terre de Luxe answered the call by presenting a trailblazing collective Lean Manufacturing programme, which will be integrated into the multi-year luxury trades action plan jointly developed by the State and the Lorraine Region after the analysis of luxury goods companies’ needs to continue manufacturing excellent products in France. And because excellence also involves managing good practices, skills, teamwork and everything that helps to increase the company’s value chain, the DGCIS supports the Lean Management action planned by a Terre de Luxe sub-group.

    The European Union and the ERDF
In its mission in favour of companies, the EU also gives small and medium-sized businesses priority. It sets up programmes and earmarks financial resources to facilitate small and medium-sized companies’ access to markets and boost their growth potential by developing their research and innovation capacities. In that framework, the ERDF (European Regional Development Fund) participates in funding innovative actions and promotes inter-company cooperation. It coordinates the action of the State, local governments and European Union through collective financing of collective operations. In that context, the community bodies show all their interest in the development of “Terre de Luxe”, a group whose mission is in line with the expectations of that financing.

    The Regional Craft Trades Mission - INFFOLOR, a link on the regional level
The Regional Craft Trades Mission, which was set up in 2004, conducts, in connection with the Regional Council, a policy to promote and increase the status of craft trades and carries out a policy of preserving and developing know-how through training. The Regional Craft Trades Mission supported the formation of the “Lorraine Terre de Luxe” group by mobilising the players.
